CSRS was hired in June 2018 to manage the new North Lake Campus Construction Sciences Building. The 96,000 square foot facility will be located on the North Lake Campus – North Campus at Highway 121 and Sandy Lake, Road. Our Dallas Team works closely with Dallas College and the North Lake Campus Administration to coordinate design and construction tasks.

Pre-Construction

Prepare preliminary construction cost estimates. Provide alternative cost evaluations. Review design documents for quality control and advise on proposed site use and improvements, material selections, building systems and equipment, and project delivery methods.

Construction Administration

Construction contract administration including research, meetings, coordination of all prime construction contracts. Manage agency review for code compliance. Collect and review project data. Field inspections, coordinate testing, review drawings and specifications. Monitor schedule and budget.

Post-construction services

Review documentation for occupancy readiness. Work with College to establish operations and maintenance program. Initial occupancy on-site observation and assistance. Warranty review and post-construction evaluation. Manage project closeout.

The project team has been responsible for the management of the design and construction process. We have been designated as the Owner’s Representative and have integrated our personnel with the Dallas College family.

Our team was brought onboard the North Lake Campus Construction Sciences Building well after the start of design. Past experience managing Program’s for Dr. Joe May, allowed us to provide recommendations and insight for the inclusion of in-kind donations. We have interfaced with internal and external stakeholders in an effort to ensure all donations have been reviewed for technical conformance with Dallas College Facilities Management Design Guidelines. Our coordination included reporting to Mr. John Robertson and coordination with the North Lake Campus Administration, Dallas College General Counsel, Dallas College Business Affairs Department, Dallas College Purchasing Department, Dallas College Facility Managers, and the Dallas College Foundation. In addition, we also worked with the Construction Education Foundation, Beck Architects, and Joeris Construction to confirm the timeline for delivery of donations.

Ed Jenkins
Principal | Texas Regional Director

Mr. Jenkins has 22 years of project management experience in facilities projects. He has managed hundreds of projects through programming, design, bidding, construction administration, and the closeout phase. In addition to the areas of expertise noted above, he also manages the budgets and schedules to ensure on time and under budget project delivery. His time at CSRS has been served as Program Director for the Louisiana Community & Technical College System Program, the East Baton Rouge Parish School System’s (EBRPSS) Capital Improvement Program and the EBRPSS $100+M FEMA-funded recovery program after the devastating Louisiana August 2016 floods, which required project delivery and grants management. In addition, he has served as the CSRS Director of Program Delivery for Education Programs, Client Manager and Program Manager for Dallas College.  He currently leads our Dallas Office, while serving in the roles of Texas Regional Director and Program Director for our Raising Cane’s Program.
