Revamping higher education statewide

In 2013, the Louisiana Legislature passed Senate Bill 204, a statewide facilities initiative to improve Louisiana’s Community and Technical College facilities. The bill provides increased training capacity and opportunities for students, businesses, and industries in both rural and urban areas across the state. ACT 360 provides $252 million in new campus facilities for community and technical colleges statewide. A private match requirement of 12 percent will bring the total to $286 million. The legislation authorizes the financing and construction of 29 projects, which include 25 workforce projects, three one-stop student testing, career and service centers, and one safety-related project. 


CSRS is providing comprehensive program management services to the Louisiana Community and Technical College System (LCTCS) Facilities Corporation for complete project delivery. The scope of services includes thorough reviews of documents produced by designers during design phases, periodic meetings with the designers during the phase for the development of construction costs, preparation of documents to be used for construction, and periodic on-site observations during the construction of the projects. CSRS also advises the Corporation on the most cost-effective means of fulfilling the program objectives. 


The team consists of 10 employees; Program Director, Client Managers, Principal-In-Charge, Project Managers, Project Analyst, Business Management Analyst, and Marketing Director. CSRS also manages two sub-consultants, GOTECH and Charbonnet & Associates Planning Consultants.

Projects once funded and approved are expedited to meet campus needs. Analyze donated sites, Verify site conditions, and ensure proper siting of project meeting time schedules. A dedicated team with one goal in mind diligently managing design and construction teams.
