Hurricane Laura Disaster Recovery Grants Management
Hurricane Laura caused significant damage to the Port of Lake Charles’ facilities and assets in 2020. With widespread damage impacting the Port, it engaged CSRS, via emergency procurement, to assist with project management and grant management professional services needed to implement their recovery program. While performing project management activities with the Port’s in-house staff, the Port then procured professional disaster recovery grants management services via standard procurement methods and again awarded the resulting contract to CSRS.
CSRS completed damage assessments for the Port’s damaged facilities and assets and developed detailed cost estimates for all disaster-related damages. Additionally, CSRS developed a scope for damaged facilities to inform the associated Project Worksheets for the recovery program. As the Port’s recovery program moves forward, CSRS will develop and package requests to utilize FEMA Public Assistance funding options to provide direct benefits to the program, as well as development, packaging, submittal and tracking of reimbursement requests, and all additional grant management activities to ensure a fully funded and compliant recovery program.
